The drop off rates are usually non-existent, if you drop off in same country you started in. As far as I know an automatic car is difficult to get and may be much more expensive(call Auto Europe and ask). Depending on where you are visiting in hill towns (Tuscany?), it might make more sense to pick up the car as you are leaving Rome, visit hill towns, drop the car in Florence, visit Florence and then train to Venice.
